Per the discussion at the 2012-12-20 Billings LUG on using a Pi as a PBX,
here is a link to 'shine' , an application to encode mp3 on armel devices
such as the Pi:

tidbits:
lame took 8m53s to encode the sample file while shine took 47s. Thats a
128kbps joint stereo mp3, voicemail would most likely be in 64kbps or
32kbps mono mp3.
took a minute to look up some data on wav bitrates. A 16bit 44100hz PCM
mono wave file is about 670kbps, which is within the capabilities of the pi
to handle a few streams. shine would be able to encode these files at
about 6x realtime, or 7 seconds for a 42 second voicemail.
In theory, that means the pi can handle all typical pbx tasks onboard.
